The state government is called the Senate. The First Mayor is the head of government. He determines the political guidelines. In Hamburg the ministers are called Senators. Today there are 10 departmental authorities, each headed by a Senator. The Senate represents the Free and Hanseatic City of Hamburg in matters with the other federal states, the Federal Government and other countries. The city is administered by the Senate. In order to ensure that the administration is responsive to citizens' interests, Hamburg is divided into seven districts. The districts are administered by a district authority and local authorities. Simultaneously with elections to the state parliament, district assemblies - each with 41 representatives - are elected as representatives of the citizens. Overall, the Hamburg administration endeavours to consider itself to be a service institution for the citizens. Services and decisions are to be made locally. Only in exceptional cases does the Senate intervene in decisions taken by the districts. The voters may bring about political decisions by means of a people's initiative and a petition for a referendum.

Speicherstadt and Kontorhaus district with Chilehaus This is where the roots of the modern European city of Hamburg lie: the historical Speicherstadt and Kontorhaus district with the famous Chilehaus are synonymous with Hamburg's rise as a global trading power – and are today a vibrant cultural quarter. Having survived the years without damage or alteration, this historical ensemble has now been granted UNESCO World Heritage status. You can almost smell the aromas of tea and coffee, fine spices and all kinds of delicacies as you stroll through the district. It is a miniature city in itself, a collection of warehouses built on thousands of oak piles between 1885 and 1927 in the neo-Gothic brick style. Narrow streets, bridges and canals link together the world's largest warehouse complex, which once provided over 300,000 square metres of storage space for all manner of goods at the heart of Hamburg's port. Reminders of a golden age Merchants didn't just need storage space, however, they also needed offices. And so they built the Kontorhäuser, the first purely administrative buildings in Europe, right next to the Speicherstadt. To this day the Kontorhäuser bear witness to the prosperity of the former trading dynasties. The most famous of them is the Chilehaus, which was built using an incredible 4.8 million hand-layered bricks. Henry B. Sloman, who had made his fortune trading saltpetre from Chile, commissioned the architect Fritz Höger to design a spectacularly tall building with angled facades to resemble the bow of a ship. So much to see and do Both quarters, the Speicherstadt and Kontorhaus district, hold great attraction for tourists in the area between the Elbe Philharmonic Hall and HafenCity. Visitors are taken on a journey through different countries and continents, through realistic miniature landscapes and worlds of fantasy. Miniature Wonderland in Hamburg portrays stories big and small. There are discoveries to be made everywhere you look. From Hamburg with its port, it's just a few short steps to the Grand Canyon, intersected by a long-haul train crossing a huge wooden bridge. The America section takes you on a sightseeing tour of the United States, from the Everglades to the bright lights of Vegas and into the Rocky mountains. Then it's onwards to Scandinavia, where cargo ships and cruise liners sail through 30,000 litres of real water and you can see Pippi Longstocking and a family of cave-dwelling trolls. This region also boasts a magical snowy landscape with lots of minute details. The make-believe city of Knuffingen is another must-see with tiny lorries and cars driving through the little streets as if by magic. And it doesn't end there.
