My recommendation is to take the funicular to go to the amusement park, spend a couple of hours, and then take the walking path to go down to the city (hidden behind the parking lot) which is going directly to Mtatsminda Pantheon. Very nice view on the mountain. The interior is very nice, watch out for the tombs of famous writers on the ground.

The national pantheon sits on the slopes of Mt Mtatsminda, on the route of a walking path down from Mtatsminda Park, and is the site of burial for many famous Georgian artists, writers and politicians. The funicular also stops here between the city and the park.
